Officers responded to the Starbucks at Harbor and Chapman Tuesday regarding a transient detained by two guys. The man being confronted had stolen a cell phone and iPod from customers in the coffee shop, police said. 
When responding officers arrived on the scene, the stolen property had been returned to the victims and the subsequent arrest was made.
Cpl. Robert Kirk conducted the follow-up investigation with assistance from Sgt. Jason Schoen, Cpl. Tim Kandler, and Officer Francisco Sepulveda.
